The aim is to create the largest free trade area in the world. The agreement, once entered into force, will oblige EU countries and the U.S. to further liberalize their markets. The negotiations on TTIP include a chapter on Electronic Communications/ Telecommunications. The challenge therein will be securing commitments for market access to Electronic Communications services. At the same time, these commitments must reflect the legitimate need for consumer protection issues. The need to reduce Electronic Communications-related non-tariff barriers to trade between the Parties is due to the fact that these markets are heavily regulated. Without transnational rules as to regulations national governments can abuse these regulations to deter the market entry by new (foreign) suppliers. Thus the free trade agreement TTIP affects in many respects regulatory provisions on and access to Electronic Communications markets. The objective of this paper is therefore to examine to what extend the regulatory principles for Electronic Communications markets envisaged under TTIP will result in trade facilitation and regulatory convergence between the EU and the U.S. As to this question the result of the analysis is that the chapter on Electronic Communications will be an important step towards facilitating trade in Electronic Communications services. At the same time some regulatory convergence will take place, but this convergence will not lead to a (full) harmonization of regulations. Rather the norm, also after TTIP negotiations will have been concluded successfully, will be mutual recognition of different regulatory regimes. Different regulations being the optimal policy response in different market settings will continue to exist. Moreover, it is very unlikely that such regulatory principles for the Electronic Communications sector are a vehicle for a race to the bottom in levels of consumer protection.}, language = {en} } @inproceedings{FunkeKeinzBoerneretal.2016, author = {Funke, Harald and Keinz, Jan and B{\"o}rner, S. and Hendrick, P. and Elsing, R.}, title = {Testing and analysis of the impact on engine cycle parameters and control system modifications using hydrogen or methane as fuel in an industrial gas turbine}, series = {Progress in propulsion physics ; Volume 8}, booktitle = {Progress in propulsion physics ; Volume 8}, publisher = {EDP Sciences}, address = {o.O.}, organization = {European Conference for Aerospace Sciences <2013, M{\"u}nchen>}, isbn = {978-5-94588-191-4}, doi = {10.1051/eucass/201608409}, pages = {409 -- 426}, year = {2016}, language = {en} } @inproceedings{GrundmannBieleDachwaldetal.2016, author = {Grundmann, Jan Thimo and Biele, Jens and Dachwald, Bernd and Grimm, Christian and Lange, Caroline and Ulamec, Stephan}, title = {Small spacecraft for small solar system body science, planetary defence and applications}, series = {IEEE Aerospace Conference 2016}, booktitle = {IEEE Aerospace Conference 2016}, pages = {1 -- 20}, year = {2016}, abstract = {Following the recent successful landings and occasional re-awakenings of PHILAE, the lander carried aboard ROSETTA to comet 67P/Churyumov-Gerasimenko, and the launch of the Mobile Asteroid Surface Scout, MASCOT, aboard the HAYABUSA2 space probe to asteroid (162173) Ryugu we present an overview of the characteristics and peculiarities of small spacecraft missions to small solar system bodies (SSSB). Their main purpose is planetary science which is transitioning from a 'pure' science of observation of the distant to one also supporting in-situ applications relevant for life on Earth. Here we focus on missions at the interface of SSSB science and planetary defence applications. We provide a brief overview of small spacecraft SSSB missions and on this background present recent missions, projects and related studies at the German Aerospace Center, DLR, that contribute to the worldwide planetary defence community. These range from Earth orbit technology demonstrators to active science missions in interplanetary space. We provide a summary of experience from recently flown missions with DLR participation as well as a number of studies. These include PHILAE, the lander of ESA's ROSETTA comet rendezvous mission now on the surface of comet 67P/Churyumov-Gerasimenko, and the Mobile Asteroid Surface Scout, MASCOT, now in cruise to the ~1 km diameter C-type near-Earth asteroid (162173) Ryugu aboard the Japanese sample-return probe HAYABUSA2. We introduce the differences between the conventional methods employed in the design, integration and testing of large spacecraft and the new approaches developed by small spacecraft projects. We expect that the practical experience that can be gained from projects on extremely compressed timelines or with high-intensity operation phases on a newly explored small solar system body can contribute significantly to the study, preparation and realization of future planetary defence related missions. Trajectory optimization is crucial for most of the space missions and usually can be formulated as a global optimization problem. The joint between the humerus and the ulna is called humeroulnar joint and the joint between the humerus and the radius is called humeroradial joint. Lateral and medial collateral ligaments stabilize the elbow. Statistically, 2.5 out of 10,000 people suffer from radial head fractures [1]. In these fractures the cartilage is often affected. Caused by the injured cartilage, degenerative diseases like posttraumatic arthrosis may occur. The resulting pain and reduced range of motion have an impact on the patient's quality of life. Until now, there has not been a treatment which allows typical loads in daily life activities and offers good long-term results. A new surgical approach was developed with the motivation to reduce the progress of the posttraumatic arthrosis. Here, the radius is shortened by 3 mm in the proximal part [2]. By this means, the load of the radius is intended to be reduced due to a load shift to the ulna. Since the radius is the most important stabilizer of the elbow it has to be confirmed that the stability is not affected. In the first test (Fig. 1 left), pressure distributions within the humeroulnar and humeroradial joints a native and a shortened radius were measured using resistive pressure sensors (I5076 and I5027, Tekscan, USA). The humerus was loaded axially in a tension testing machine (Z010, Zwick Roell, Germany) in 50 N steps up to 400 N. From the humerus the load is transmitted through both the radius and the ulna into the hand which is fixed on the ground. In the second test (Fig. 1 right), the joint stability was investigated using a digital image correlation system to measure the displacement of the ulna. Here, the humerus is fixed with a desired flexion angle and the unconstrained forearm lies on the ground. A rope connects the load actuator with a hook fixed in the ulna. A guide roller is used so that the rope pulls the ulna horizontally when a tensile load is applied. This creates a moment about the elbow joint with a maximum value of 7.5 Nm. Measurements were performed with varying flexion angles (0°, 30°, 60°, 90°, 120°). For both tests and each measurement, seven specimens were used. Student's t-test was employed to determine whether the mean values of the measurements in native specimen and operated specimens differ significantly.}, language = {en} } @inproceedings{KallweitSchleupenDahmannetal.2016, author = {Kallweit, Stephan and Schleupen, Josef and Dahmann, Peter and Bagheri, Mohsen and Engemann, Heiko}, title = {Entwicklung eines Kletterroboters zur Diagnose und Instandsetzung von Windenergieanlagen (SMART)}, series = {Automatisierung im Fokus von Industrie 4.0 : Tagungsband AALE 2016 ; 13. These Megatrends, such as "Silver Society", "Globalization", "Mobility" and "Female Shift" require an application-oriented perspective on Diversity especially in the engineering field. Therefore, it is necessary to enable future engineers not only to look at the technical perspectives of a problem, but also to be able to see the related questions within societies they are developing their artefacts for. The aim of teaching engineering should be to prepare engineers for these requirements and to draw attention to the diverse needs in a globalized world. Bringing together technical knowledge and social competences which go beyond a mere training of the so-called "soft skills", is a new approach followed at RWTH Aachen University, one of the leading technical universities in Germany. RWTH Aachen University has established the bridging professorship "Gender and Diversity in Engineering" (GDI) which educates engineers with an interdisciplinary approach to expand engineering limits. In the frame of a sustainable teaching concept the research group under the leadership of Prof. Carmen Leicht-Scholten has developed an approach which imparts a supplication-specific Gender and Diversity expertise to engineers. In workshops students gain theoretical knowledge about Gender and Diversity and learn how to transfer their knowledge in their special field of study and later work. To substantiate this, the course participants have to solve case studies from real life. The cases which are developed in collaboration with non-profit organizations and enterprises from economy rise the students to challenges which are inspired by professional life. The system needs to be able to fulfil all expected load cases, but at the same time the components should interact in an energy-efficient way. An example for a system design problem is the layout of the drinking water supply of a residential building. It may be reasonable to choose a design of spatially distributed pumps which are connected by pipes in at least two dimensions. This leads to a large variety of possible system topologies. To solve such problems in a reasonable time frame, the nonlinear technical characteristics must be modelled as simple as possible, while still achieving a sufficiently good representation of reality. The aim of this paper is to compare the speed and reliability of a selection of leading mathematical programming solvers on a set of varying model formulations. SFEMs avoid shortcomings of the standard Finite Element Method (FEM) with lower order elements such as overly stiff behavior, poor stress solution, and locking effects. Based on the idea of averaging spatially the standard strain field of the FEM over so-called smoothing domains SFEM calculates the stiffness matrix for the same number of degrees of freedom (DOFs) as those of the FEM. However, the SFEMs significantly improve accuracy and convergence even for distorted meshes and/or nearly incompressible materials. Numerical results of the SFEMs for a cardiac tissue membrane (thin plate inflation) and an artery (tension of 3D tube) show clearly their advantageous properties in improving accuracy particularly for the distorted meshes and avoiding shear locking effects.}, language = {en} } @inproceedings{StephanHeuermannPrantner2016, author = {Stephan, Achim and Heuermann, Holger and Prantner, Michael}, title = {Cutting human tissue with novel atmospheric-pressure microwave plasma jet}, series = {46th European Microwave Conference (EuMC)}, booktitle = {46th European Microwave Conference (EuMC)}, publisher = {IEEE}, isbn = {978-2-87487-043-9}, doi = {10.1109/EuMC.2016.7824490}, pages = {902 -- 905}, year = {2016}, language = {en} } @inproceedings{SteuerDankertLeichtScholten2016, author = {Steuer-Dankert, Linda and Leicht-Scholten, Carmen}, title = {Social responsibility and innovation - Key competencies for engineers}, series = {ICERI 2016: 9th International Conference of Education, Research and Innovation: Conference Proceedings : Seville (Spain), 14-16 November}, booktitle = {ICERI 2016: 9th International Conference of Education, Research and Innovation: Conference Proceedings : Seville (Spain), 14-16 November}, isbn = {978-84-617-5895-1}, issn = {2340-1095}, doi = {10.21125/iceri.2016.0353}, pages = {5967 -- 5976}, year = {2016}, abstract = {Engineers are of particular importance for the societies of tomorrow. The big social challenges society has to cope with in future, can only be mastered, if engineers link the development and innovation process closely with the requirements of people. As a result, in the frame of the innovation process engineers have to design and develop products for diverse users. Therefore, the consideration of diversity in this process is a core competence engineers should have. Implementing the consideration of diverse requirements into product design is also linked to the development of sustainable products and thus leads to social responsible research and development, the core concept formulated by the EU. For this reason, future engineers should be educated to look at the technical perspectives of a problem embedded in the related questions within societies they are developing their artefacts for. As a result, the aim of teaching engineering should be to prepare engineers for these requirements and to draw attention to the diverse needs in a globalized world. To match the competence profiles of future engineers to the global challenges and the resulting social responsibility, RWTH Aachen University, one of the leading technical universities in Germany, has established the bridging professorship "Gender and Diversity in Engineering" (GDI) which educates engineers with an interdisciplinary approach to expand engineering limits. The interdisciplinary teaching concept of the research group pursues an approach which imparts an application oriented Gender and Diversity expertise to future engineers. In the frame of an established teaching concept, which is a result of experiences and expertise of the research group, students gain theoretical knowledge about Gender and Diversity and learn how to transfer their knowledge into their later field of action. In the frame of the conference the institutional approach will be presented as well as the teaching concept which will be introduced by concrete course examples.}, language = {en} } @inproceedings{StollenwerkRiekeDahmenetal.2016, author = {Stollenwerk, Dominik and Rieke, C. and Dahmen, Markus and Pieper, Martin}, title = {Biogas Production Modelling : A Control System Engineering Approach}, series = {IOP Conference Series: Earth and Environmental Science.
