  abstract  = {The results of a statistical investigation of 42 fixed-wing, small to medium sized (20 kg-1000 kg) reconnaissance unmanned air vehicles (UAVs) are presented. Regression analyses are used to identify correlations of the most relevant geometry dimensions with the UAV's maximum take-off mass. The findings allow an empirical based geometry-build up for a complete unmanned aircraft by referring to its take-off mass only. This provides a bridge between very early design stages (initial sizing) and the later determination of shapes and dimensions. The correlations might be integrated into a UAV sizing environment and allow designers to implement more sophisticated drag and weight estimation methods in this process. Additional information on correlation factors for a rough drag estimation methodology indicate how this technique can significantly enhance the accuracy of early design iterations.},

The objective is to create modern telecommunications networks based on powerful broadband infrastructures". In doing so, they aim for innovative and investment-friendly concepts. For instance, in a recently published consultation paper on the subject the German regulator BNetzA declared that it will take "greater account of … reducing risks, securing the investment and innovation power, providing planning certainty and transparency - in order to support and advance broadband rollout in Germany". It further states that when regulating wholesale rates it has to be ensured that "… adequate incentives for network rollout are provided on the one hand, while sustainable and fair competition is ensured on the other". Also an EC draft recommendation on regulated network access is about to set new standards for the regulation of next generation access networks. According to the recommendation the prices of new assets shall be based on costs plus a projectspecific risk premium to be included in the costs of capital for the investment risk incurred by the operator. This approach has been criticised from various sides. In particular it has been questioned whether such an approach is adequate to meet the objectives of encouraging both competition and investment into next generation access networks. Against this background, the concept of "long term risk sharing contracts" has been proposed recently as an approach which does not only incorporate the various additional risks involved in the deployment of NGA infrastructure, but has several other advantages. This paper will demonstrate that the concept allows for competition to evolve at both the retail and wholesale level on fair, objective, non-discriminatory and transparent terms and conditions. Moreover, it ensures the highest possible investment incentive in line with socially desirable outcome. The paper is organised as follows: The next section will briefly outline the importance of encouraging competition and investment in an NGA-environment. The third section will specify the design of long term risk sharing contracts in view of achieving these objectives. The fourth section will examine potential problems associated with the concept. In doing so a way of how to deal with them will be elaborated. The last section will look at arguments against long term risk sharing contracts. It will be shown that these arguments are not strong enough to build a case against introducing such contracts.},

  abstract  = {In Anbetracht weltweit zunehmend strengerer klimapolitischer Ziele steigt auch der Druck f{\"u}r Nutzfahrzeughersteller, effizientere und umweltfreundlichere Technologien zu entwickeln. Den Blick bei der Bewertung dieser ausschließlich auf die Fahrzeugnutzung zu richten, ist l{\"a}ngst nicht mehr zufriedenstellend. Im Rahmen dieser Analyse wird ein gegenw{\"a}rtig auf dem Markt erwerblicher und in deutschen St{\"a}dten bereits seit Jahren betriebener Hybridbus energetisch und {\"o}kologisch mit einem konventionell angetriebenen, nahezu baugleichen Modell entlang des Lebensweges bewertet. Nach Definition von Ziel und Untersuchungsrahmen wird ein {\"U}berblick auf bereits durchgef{\"u}hrte Lebenszyklusanalysen zu Hybridbussen im Stadtverkehr gegeben und Schlussfolgerungen f{\"u}r die anschließende Analyse abgeleitet. Diese wird im Rahmen einer energetischen und {\"o}kologischen Bewertung beider Produktsysteme anhand der Parameter "Prim{\"a}renergieeinsatz" und "CO2{\"a}q Emissionen" praktiziert. Der Fahrzeugrumpf beider Fahrzeuge des gleichen Modells wird dabei als einheitlich angenommen, sodass bei dem Vergleich der Herstellung vereinfacht nur die sich unterscheidenden Komponenten des Antriebstranges ber{\"u}cksichtigt werden. Die Resultate der Wirkungsabsch{\"a}tzung werden als Differenz des Hybridbusses gegen{\"u}ber dem Referenzfahrzeug {\"u}ber die einzelnen Lebenszyklusphasen dargestellt. Schließlich werden Prognosen getroffen, ab welcher Strecke die bei der Herstellung erzeugten h{\"o}heren CO2{\"a}q Emissionen des Hybridantriebstranges gegen{\"u}ber dem Referenzmodell ausgeglichen werden.},

  abstract  = {Beim Ausbau nachhaltiger, regenerativer Energieversorgung hat die Umwandlung von organischer Biomasse in Biogas ein großes Potential. Der zugrundeliegende, komplexe biologische Prozess wird noch immer unzureichend verstanden und bedarf systematischer Untersuchungen der Prozessparameter, um einen hohen Ertrag bei guter Gasqualit{\"a}t zu erm{\"o}glichen. Die Fragestellungen zur Entschl{\"u}sselung des Prozesses sind sowohl verfahrenstechnischer als auch mikrobiologischer Natur. Aus mikrobiologischer Sicht ist die Kenntnis der tats{\"a}chlich beteiligten prozesstragenden Mikroorganismen von erheblicher Bedeutung, aus verfahrenstechnischer Sicht die Kenntnis der physikalischen und chemischen Faktoren, welche die mikrobiologischen Prozesse und kontrollieren. Im Zusammenspiel aller dieser Parameter wird die Biogasbildung bef{\"o}rdert oder behindert, bis zum Abbruch des Prozesses. Eine m{\"o}gliche Kontrollmethode ist die Messung der metabolischen Aktivit{\"a}t prozesstragender Organismen. Diese soll, beruhend auf fundierten Prozessdaten, gewonnen durch eine Parallelanlage, mit einem lichtadressierbaren potentiometrischen Sensor-System (LAPS) realisiert werden. Dieser Sensor ist in der Lage, pH-Wert-{\"a}nderungen zu detektieren, die durch den Stoffwechsel der auf dem Chip immobilisierten Organismen hervorgerufen werden, um eine Online-{\"U}berwachung von Biogasanlagen zu erm{\"o}glichen.},

Mit diesem Beitrag wird ein Einf{\"u}hrungskonzept f{\"u}r ITSM in KMU systematisch hergeleitet. Daf{\"u}r wurden zun{\"a}chst die Treiber und Barrieren von ITSM untersucht, um daraus ein umfassendes Wirkmodell zu entwickeln.   abstract  = {Residential and commercial buildings account for more than one-third of global energy-related greenhouse gas emissions. Integrated multi-energy systems at the district level are a promising way to reduce greenhouse gas emissions by exploiting economies of scale and synergies between energy sources. Planning district energy systems comes with many challenges in an ever-changing environment. Computational modelling established itself as the state-of-the-art method for district energy system planning. Unfortunately, it is still cumbersome to combine standalone models to generate insights that surpass their original purpose. Ideally, planning processes could be solved by using modular tools that easily incorporate the variety of competing and complementing computational models. Our contribution is a vision for a collaborative development and application platform for multi-energy system planning tools at the district level. We present challenges of district energy system planning identified in the literature and evaluate whether this platform can help to overcome these challenges. Further, we propose a toolkit that represents the core technical elements of the platform. Lastly, we discuss community management and its relevance for the success of projects with collaboration and knowledge sharing at their core.},

  abstract  = {The industrial revolution especially in the IR4.0 era have driven many states of the art technologies to be introduced. The automotive industry as well as many other key industries have also been greatly influenced. The rapid development of automotive industries in Europe have created wide industry gap between European Union (EU) and developing countries such as in South East Asia (SEA). Indulging this situation, FH JOANNEUM, Austria together with European partners from FH Aachen, Germany and Politecnico di Torino, Italy are taking initiative to close down the gap utilizing the Erasmus+ United Capacity Building in Higher Education grant from EU. A consortium was founded to engage with automotive technology transfer using the European framework to Malaysian, Indonesian and Thailand Higher Education Institutions (HEI) as well as automotive industries in respective countries. This could be achieved by establishing Engineering Knowledge Transfer Unit (EKTU) in respective SEA institutions guided by the industry partners in their respective countries. This EKTU could offer updated, innovative and high-quality training courses to increase graduate's employability in higher education institutions and strengthen relations between HEI and the wider economic and social environment by addressing University-industry cooperation which is the regional priority for Asia. It is expected that, the Capacity Building Initiative would improve the quality of higher education and enhancing its relevance for the labor market and society in the SEA partners. The outcome of this project would greatly benefit the partners in strong and complementary partnership targeting the automotive industry and enhanced larger scale international cooperation between the European and SEA partners. It would also prepare the SEA HEI in sustainable partnership with Automotive industry in the region as a mean of income generation in the future.},

  abstract  = {Kritische Infrastrukturen sind prim{\"a}re Ziele krimineller Hacker. Der Deutsche Bundestag reagierte darauf am 25. Juli 2015 mit einem Gesetz zur Verbesserung der Sicherheit von ITSystemen, dem IT-Sicherheitsgesetz. Dies verlangt von Betreibern kritischer Infrastrukturen, angemessene Mindeststandards f{\"u}r organisatorische und technische Sicherheit zu implementieren, um den Betrieb und die Verf{\"u}gbarkeit dieser Infrastruktur zu gew{\"a}hrleisten. Telekommunikationsunternehmen sind einerseits von diesem Gesetz in besonderem Maße betroffen und verf{\"u}gen andererseits mit dem Rahmenwerk enhanced Telecom Operations Map (eTOM) {\"u}ber ein international anerkanntes Referenzmodell zur Gestaltung von Gesch{\"a}ftsprozessen in dieser Branche. Da s{\"a}mtliche Telekommunikationsunternehmen in Deutschland verpflichtet sind, das Gesetz innerhalb eines bestimmten Zeitrahmens zu implementieren, pr{\"a}sentiert dieser Beitrag einen Vorschlag zur Erweiterung von eTOM um die relevanten Anforderungen des deutschen IT-Sicherheitsgesetzes.},
